19 of the Russian's twenty-one titles have been achieved on hard courts
A comeback Medvedev won his first championship for nearly 30 months with success over opponent Moutet in the tournament final.
The athlete, a former top-ranked player, has experienced a challenging season, achieving just one match at the major tournaments and suffering a difficult moment at the US Open.
Medvedev's unpredictability on the ATP Tour - and struggles with his serve in especial - caused him exiting of the top ten and eventually splitting with long-time trainer Cervara.
Presently working with his coach and Goetzke, Medvedev has consistently advanced in the last few weeks - climaxing in a closely contested 7-5 4-6 6-3 victory over opponent Moutet.
It is his maiden title since the Italian tournament and maiden on a hard court since that period of 2023.
Victory also indicates he has won twenty-one championships at 21 different competitions.
"It's the first time I have attended a event with my both daughters together, so to win a title is particularly special," said world number 14 the champion.
"This victory is in tribute of my second daughter her name, because the maiden victory I got when my first daughter her name was delivered was for her."
The athlete, the 2021 US Open champion, had failed in his previous six title deciders, featuring in the German tournament in the past months.
His retrieving approach and regular emotional displays on the playing surface had led some to wonder if his capacity to play at the elite level was finished.
But the player has made changes in the last few weeks, making an effort to advance forward and play aggressively, reinforced by an enhanced serve.
The champion recovered from a break down in the first set against the difficult opponent, taking four of the concluding five games to go ahead.
The competitors traded breaks in the second set before the challenger, striving for his first ATP Tour title, took control to force a third set.
The opponent defended four initial chances in a competitive deciding set before the champion broke to fifteen to serve for the match.
Appropriately, Medvedev clinched victory with a rally at the net, with his opponent failing to manage a return after over two and a half hours.
